2017 Industrial Enterprise Technology Reform and Upgrade Guidance Plan Released

The Ministry of Industry and Information Technology announced on September 13 that the Ministry of Industry and Information Technology organized and compiled the "2017 Industrial Enterprise Technology Reform and Upgrade Guidance Plan" on the basis of improving the "Made in China 2025" major project database The key projects with advanced technical level and greater influence were officially issued on September 1, 2017.
After online reporting by enterprises, review and recommendation by the local industry and information technology authorities or central enterprise groups, the Ministry of Industry and Information Technology organized a comprehensive selection and determined that 644 projects were included in the 2017 technology transformation and upgrade orientation plan. The guidance plan covers 8 fields such as intelligent manufacturing, green manufacturing, strong industrial base, and product quality improvement, involving 13 industries such as machinery, light industry, medicine, and automobiles. The total investment of the project is more than 400 billion yuan, and the financing needs are more than 160 billion yuan.
The Ministry of Industry and Information Technology will take the guidance plan as an important way to promote industrial investment and technological transformation of enterprises. It will organize industry-finance integration with relevant departments and give priority to supporting the guidance plan. The local industry and informatization authorities will strengthen the promotion of the guidance plan, strengthen policy coordination, assist in the integration of industry and finance, play the role of industrial investment funds, integrate resources of all parties, and promote project implementation. Relevant financial institutions regard the oriented project as an important source of financial support for the real economy, and strengthen financial support for technological transformation projects through credit, equity financing, bond financing, and industrial funds.
On September 7, the Planning Department of the Ministry of Industry and Information Technology organized a briefing session on industry integration to introduce the technological transformation work to financial institutions such as China Development Bank, China Development and Investment Corporation, CITIC Group, and Industrial and Commercial Bank of China, and promote the orientation plan. Financial institutions have unanimously stated that they will distribute to branches in a timely manner, strengthen communication with local authorities and enterprises, conduct due diligence, and support eligible projects in the guidance plan.
In recent years, investment in technological transformation has become the main force driving the growth of industrial investment, and has become an important measure to promote the adjustment and upgrading of industrial structure. The purpose of this year ’s release of the 2017 Industrial Enterprise Technology Reform and Upgrade Guidance Plan is to guide the investment of social capital and other factors, build a platform and smooth channels for the integration of industry and finance, and stimulate the power of enterprises to independently upgrade and adapt to market demand.
